City of Melton Kindergarten Audits and Amenity Upgrades

Paperarc partnered with the City of Melton to assess and upgrade kindergarten amenities across the municipality, with a particular focus on improving the safety, cleanliness, and functionality of children’s toilets and washrooms. The project was driven by the growing demand for additional early learning places, especially for three-year-old kindergarten, as the region continues to experience rapid population growth.

Our work began with a comprehensive audit of 15 kindergarten facilities, evaluating existing conditions and identifying opportunities to enhance capacity and amenity. Concept designs with costings were prepared for each site to assist Council in planning future capital works and securing grant funding.

Following this initial stage, Paperarc documented and delivered upgrades for eight selected kindergartens, obtaining building permits and coordinating construction across four consecutive school holiday periods. Each project was completed within a two week window and with minimal disruption, allowing children to return to bright, clean, and fully transformed bathrooms at the start of term.

The upgrades provide modern, safe, and inclusive spaces that better support children’s learning environments—and reflect the City of Melton’s ongoing commitment to high-quality early years education.
